Depends on how you're using it. Since a 3DS allows you to port a photo directly on to the canvas, you could literally color pick every value and tone from it for your painting. If you're using the regular DS this option wasn't available, so even if you did use a photo for reference you would have to use your own color theory to deduce the proper hue, saturation, light and shade.
In short, one is merely paint-picking, the other is training your eye to see :)

This reminds me of a tilt-shift style photo. I like the blurriness of the background and the underwater color palette.
