Two reasons why this type of character exists:
1: People want to make a character archetype that´s for some reason close to thier School-life but have no idea what humor is or
2: You want to make abuse seem funny

(I´m referring to jokester characters obviously. Tansgender/Mary Sue/Sparkledogs mainly exist because people are wierd)
