When I was playing Sonic 2, I had Tails as my partner. In the game I was trying to lose Tails but then in Aqua Ruins this happened. Sort of

i've played it i use tails as a partner and we run all over the place and the 5 appeared and tails took the bubble lucky for me another one came and tails some how he got it

Tails will sometimes hog the air bubbles. Usually, Sonic gets them in 1-player mode. When Player 2 controls Tails, this happens.
