press L and select layer options (the icon with the rectangles and the "3d" text). from there you can drag your layers (indicated by the coloured rectangles) to rearrange them.
while dragging a layer, if you drag it to the icon below any other layer (not the trashbin, that's delete) to merge them. remember, layers will only merge down, so make sure you have them ordered properly before merging.
